Each record can be commentable. This is only one of predefined bindings between content types; in this binding the commentary content type is bound to a specified record.
The set-up part is easy; just pick the right content type suitable for your comments in Comments type dropdown in Common tab. Defining new content types to be used as comments is covered in Web administrator guide.
Comments can be viewed and managed thru Bound records button, as shown in bindings from user perspective example.
